Special Instruction
The members of the Supreme Authority, serving as the decree makers of the House of Africa must always be twelve men. In case of death, retirement or dismissal of any of its members, the Supreme Authority shall not make any major decision until the member is replaced. No member of the Supreme Authority shall after resignation or dismissal be admitted into the Administrative Authority or the Council of African Elders although a highly distinguished member of the Administrative Authority may after resignation or by recommendation be admitted into it.

The Supreme Authority shall be situated in the Flag Staff House Accra, Ghana
